Mere existence of
INTENTION to do a crime is not a criminal offence.More over proving criminal intent without action of criminality is very difficult.
So usually the person who suspects criminal intent , will wait and create conducive atmosohere for the CRIMINAL ( PROSPECT) to do the crime and all evidence is tecorded and protected.
This is the way the srcurity staff in big MALLS and DEPARTMENT STORES act.If they suspect that a person or group is likely do an act of SHOP LIFTING, THE SECURITY STAFF WILL NOT GO NEAR OR BEHIND THEM.They will keep all CC TV cameras active on those people and record every movement.
When the act is being done very clear videos are obtained.They call police immediately even when the culprits are confident that they achieved what they intended. When poluce comes the evidence video clip is handed over and culprits are shown for the law to deal with without making any trouble inside store.Other customers wont even suspect that there was a shop lifting case srconds back.
PERHAPS GOVERNOR PLAYED SAME TRICK AND ALL FELL FOR THE TRAP. ANY STRICT6RE ON GOVERNOR IS OFFICIAL NOT PERSONAL CRIME.
